Article 1
Ownership of the Competition
1.1 The competition belongs to the NFA who has in turn ceded the responsibility to organise and manage it to the Namibia Premier League. The NFA shall have a supervisory responsibility.
1.2 NPL has set up an Organising Committee in the form of an internal division to organize the Competition in accordance with the list of requirements and the agreements between NFA and NFC.
1.3 NPL and its Organising Committee are collectively referred to as the Organising Committee and are subject to the supervision of the NFA, which has the last word on all matters relevant to the FNB Cup.
1.4 Any rights associated with the FNB Cup that are not granted by these regulations and/ or specific agreement to a participating club in the preliminary or final competition belong to NPL.
Article 2
Sponsorship
2.1 The Competition is sponsored by the FNB of Namibia PTY Ltd in terms of a contract signed between the Namibia Football Consortium and NFA.
Article 3
Trophy, Awards and Meals
3.1 The Competition is called “The FNB Cup”.
3.2 The winner of the Competition shall be awarded The FNB Cup. The trophy shall be returned to the NPL Office two months before the commencement of the following competition. The team, which wins the competition three consecutive times, shall be given the trophy to keep.
3.3 The trophy remains the property of the NFA and if for any reasons whatsoever the competition should cease to be geld the trophy shall be returned to the NFA Office at Soccer House.
3.4 The winning team shall tale all reasonable steps, at its own expense, to ensure the security and safety of the trophy and replica trophy while they are in the possession of the winning team.
3.5 Thirty (30) medals will be presented to each of the two teams in the final competition, i.e. gold medals to the winners and silver medals to the runners – up.
3.6 One medal will be presented to each of the match officials who officiated at the final.
Article 4
Format of the Competition
The competition shall be played on a knock out basis.
4.1 Format
4.1.1 The teams shall be drawn into two Groups A and B.
4.1.2 The teams drawn first shall have home ground advantages.
4.1.3 The matches shall take place at venues determined by the Organising Committee of the competition in consultation with the sponsors. Their decision in the matter shall be final. Two venues, Walvis Bay and Windhoek will be used for the Round of Sixteen and Quarter Finals.
4.1.4 Mini draw will be conducted to determine which clubs will play against each other in the Semi – finals which will take place at the venue as determined by the Organising Committee.
4.1.5 The final round will take place in Windhoek at the Independence Stadium.
4.1.6 The matches shall take place in accordance with the attached program.
4.2 NPL Organising Committee for FNB Cup
4.2.1 The Organising Committee of this Committee shall oversee the tournament, including the preparation of the fixtures.
4.2.2 The committee shall have the power to caution, censure and fine, suspend or disqualify players, Referees and or other officials of the Competition.
4.2.3 The Committee shall call the parties involved for a hearing and the decision shall be based on the Referee’s and Match Commissioners Reports.
4.2.4 Three members of the Organising Committee including the Chairman or his designated person shall form a quorum.
4.2.5 A member of the Organising Committee may not take part in the any meeting in which his club is involved.
4.2.6 The decision of the Organising Committee shall be final and not subject to appeal if they concern the caution, censure, fine, suspension or disqualification of players in connection with match incidents reported by the Referee or the official Match Commissioner.
Article 5
Protest, Appeals and Fines
5.1 All protest must be made to the official Match Commissioner not later than 1 hour after the match and confirmed in writing to the Organising Committee at the venue of the competition and on the day of the match, provided that such protest are accompanied by a non – refundable protest fee of Five Hundred Namibian Dollars (N$ 500.00). Protest submitted later than the stipulated time frame shall not be admitted.
5.2 No protest shall be considered after the winners of the competition have been proclaimed.
Article 6
6.1 Eligibility of clubs
6.1 The competition shall be obligatory to all 12 clubs, which were affiliated to the Namibia Premier League for the 2006/07 soccer season and 4 clubs from the two (2) Nationwide First Division Streams (i.e.) the League Winners and the Runner – ups of 2006/07 soccer season
6.2 Eligibility of players
6.2.1 Only players who are duly registered for 2007/8 season shall be eligible to participate and this shall be testified by the player’s official player’s license. Players without official player’s licenses will be disqualified from this competition.
6.2.2 Each club shall submit a registration list of 30 players. The list must be in the possession of the Organising Committee at least two days before the start of the competition.
6.2.3 The registration list will contain the surname, first names and the leagues registration number of the player. Verification of the registration number will be made, based on the official documentation containing the player’s registration with NFA.
Article 7
Other Matters
7.1 A player who collects two yellow cards shall be automatically suspended from the next match of his team.
7.2 A player who collects a red card will be suspended from the following one match of his team. Depending on the severity of the offence the OCC reserves the right of further punishment.
7.3 Teams shall be expected to complete the official match sheets immediately after the pre – match meeting and submitted before the final inspection at the stadium. Upon completion these shall be handed to the referee of the match.
7.4 A delegation will consist a maximum of twenty (20) players and five (5) officials.
7.5 In the event of a draw during matches of the competition up to the semi – final the teams shall proceed straight into penalty kicks.
7.6 In the event of a draw during the final match the teams shall play extra time of 15 minutes on each side. Should the extra time not deliver a clear winner the teams will resort to penalty kicks.
7.7 The games may be played in daylight of under floodlights.
7.8 Pre – match meetings shall be held daily for games being played on the day at a venue to be determined by the Organising Committee. Team Captains accompanied by their managers shall attend pre – match meetings with samples of the team’s playing gear.
7.9 The sponsor will provide playing gear (jersey, short and socks) to all the clubs participating in the competition which playing gear the clubs are compelled to wear for all the matches in this competition. However all the clubs are expected to make provision of alternative gear preferable which is not in conflict with the sponsors gear.
7.10 The latest published version of the Laws of the Game as promulgated by the International Football Board shall be applicable.
7.11 Matters not provided for in these rules and cases of force majeure shall be decided by the organising committee. Those decisions shall be final.
Article 8
Enforcement
This is to state that these Rules has officially been declared the official rules of the FNB Cup and come force immediately any unauthorized changes will be considered an act of misconduct.
